Reh-Fit Centre Board of Directors
This volunteer group is responsible for the overall direction of the Reh-Fit, advancing the mission of the organization, its fiscal affairs, policies governing the Centre, and representing the Centre to the public.
John Schubert

John Schubert
John Schubert is the former President of McCaine Electric Ltd., a leading Winnipeg-based electrical contractor providing electrical installation, maintenance, and related services to clients in the industrial, institutional, and commercial markets. Contracts have ranged from Ronald McDonald House to the Winnipeg Blue Bomber stadium.
A construction industry veteran, John has over 40 years of experience participating on industry-related boards and associations. He has Chaired many of these, such as the Manitoba Institute of Trades and Technology – which provides both secondary and post-secondary skills training – and both the Winnipeg and Canadian Construction Associations, which seek to build Canada with ethics, skills, and responsibility.
John studied at the University of Manitoba, where he received his BA in Economics & Political Science in 1974, and in 1976 he completed an MBA in Finance. He has been a Gold Seal Certified Project Manager since 2005.
John is married with three children and five grandchildren, all of whom keep John very busy. In his spare time, he enjoys traveling and playing golf.
John has been a member of the Reh-Fit since December 2010.
Susan Boulter

Susan Boulter
In her 35-year career with the Province of Manitoba, Susan served as Deputy Director of the Companies’ Office, Director of Driver and Vehicle Licencing, Chief Operating Officer of Materials Distribution Agency and, lastly, as Chief Operating Officer of the Vital Statistics Agency/Chair of the Funeral Board of Manitoba. She also chaired the Manitoba Service Excellence Awards, and the Vital Statistics Council for Canada.
Susan has been a volunteer for over 50 years. Most notably, she has served on the board of CancerCare Manitoba, was a lay bencher for the Law Society of Manitoba, chaired the Health Professions Advisory Council, chaired the Reh-Fit Foundation and was a member of the Public Utilities Board.
Currently, she is on the Discipline Committees for the Association of Manitoba Land Surveyors, the College of Patent Agents and Trademark Agents, and the Law Society of Manitoba. She is a panel member for hearings held under the act for individuals living with an intellectual disability, She has edited three editions of the Vital Statistics section of Halsbury’s Laws of Canada.
Susan is an Associate with the Winnipeg Art Gallery and has created floral arrangements for its Art in Bloom Festival.
Her father’s heart attack in 1973 prompted his physician, Dr. Mymin, to encourage him to lose weight, exercise and stop smoking. Her father took the advice and went on to become one of the founders of the Reh-Fit Centre. Susan honours her dad’s legacy by being a volunteer at the Reh-Fit.
Her brother’s heart attack was a stark warning to change her own life, and she became a member of the Centre, lost weight and retired! She is grateful for the Reh-Fit’s role in her journey to a healthier lifestyle.
Gary Pachal

Gary Pachal
Gary Pachal graduated from the University of Manitoba with a Bachelor of Commerce (Hons). He started his career at KPMG and became a Chartered Accountant during this time. In 2005, he accepted a position at CanWest Global Communications and in 2009 joined Investors Group. Gary has been involved in the community serving as treasurer at Share Our Strength Canada and the RH Foundation.
Gary has been a member of the Reh-Fit since 2005 and was elected to the Centre Board in June 2024. Gary was previously on the Reh-Fit Foundation Board of Directors.

Dennis Dyck
Dennis is an experienced nonprofit and public-sector leader with a strong background in executive management, board governance, fundraising, and community development. He previously served as Executive Director of Volunteer Manitoba and has held senior roles with the Multiple Sclerosis Society of Canada and the Manitoba Brain Injury Association. A retired supervisor with Citizenship and Immigration Canada, Dennis also brings extensive experience in policy, investigations, training, and leadership. He is an active volunteer and board chair, deeply committed to community service, governance excellence, and values-driven organizations.
Dennis has been a member of the Reh-Fit since February 2022.

Allan Fineblit

Allan Fineblit
Allan carries on a consulting practice of law focused on corporate governance, dispute resolution, professional regulation, and strategic planning. He practised with the law firm of Thompson Dorfman Sweatman LLP and served as its Chief Operating officer until 2019.
Allan was the formerly Chief Executive Officer of the Law Society of Manitoba and Assistant Deputy Minister of Justice for Manitoba. Allan also served as Executive Director of Legal Aid Manitoba from 1988 to 1996.
Allan serves on numerous Boards including:
Executive Committee Member, Manitoba College of Physicians and Surgeons;
Chair of the Management Council (Board of Directors) of Legal Aid Manitoba.
Allan was designated a King’s Counsel in 1998. In 2015 he was awarded the Manitoba Bar Association President’s Award, and was also the winner of the Richard J. Scott Award, given by the Law Society of Manitoba to an individual who advances the rule of law through advocacy, litigation, teaching, research or writing. In 2018 he was awarded the University of Manitoba Board of Governors Distinguished Service Award.
Allan has been a member of the Reh-Fit since 2020.

Ian Fish

Ian Fish
Ian joined Manitoba Hydro in September 2020 as Vice-President of Digital & Transformation. His expertise is critical as we look at new technologies and practices to help support our more customer-centric vision of Manitoba Hydro.
Prior to joining Manitoba Hydro, Ian was a Partner at IBM Canada’s Canadian Health practice in Winnipeg. Previously, he was the Managing Principal for Western Canada for Telus Health in Vancouver and served in senior roles at Accenture in Toronto, Manitoba eHealth, and Health Sciences Centre here in Winnipeg. Ian holds a Bachelor of Arts and Master's in Science from the University of Manitoba.
In addition to his executive career, Ian is a Director on the TechNation (formerly Information Technology Association of Canada) Health Board. He is also a former board member of the Manitoba Lung Association. Ian has a passion for fitness and has been a member of Reh-Fit since 2019.

John Fox
John Fox is a retired civil servant with senior position experience in the Manitoba and Yukon governments. Until his retirement in 2020, John was the Assistant Deputy Minister of Oil, Gas, and Minerals in Whitehorse (2015-2020) and, prior to that, Assistant Deputy Minister of Manitoba Mineral Resources (2010-2015). He was also Vice-President of the Manitoba Potash Corporation. In these positions, John was responsible for departmental leadership, strategic planning, investment attraction, and stakeholder and Aboriginal engagement.
John graduated from the University of Waterloo with a Bachelor of Applied Science (Civil Engineering) and has a Certificate from the Mid-management Program of the Asper School of Business and a Strategy/Leadership Certificate from Queen’s University. He currently volunteers with Golf Manitoba, assisting with golf course rating, and has volunteer board experience with Linden Woods Community Centre, Fort Garry North Hockey Association, and Pembina Trails Hockey Association.

Linda Horosko

Linda Horosko
Linda Horosko is an information technology professional with nearly 40 years of experience. She retired from Great-West Life as Vice-President, Information Services after 19 years with the company in various information technology management roles in Canada and as Acting CIO, Canada Life - Europe. Prior to joining Great-West Life, Linda spent 20 plus years with the Governments of Manitoba and Saskatchewan in various professional and management roles. She has a BSc (Honours) in Computer Science from the University of Saskatchewan.
In her retirement, Linda enjoys gardening, reading, traveling, researching her family history and genealogy and participating on various committees and ministries in her church. Linda and her husband Andrew have two sons and a daughter.
Linda has been a member of Reh-Fit since 2015.

Valerie Romance
Valerie is a senior technology and business transformation leader with more than 30 years of experience spanning portfolio and program management, R&D, and service delivery across diverse industries including healthcare, financial services, retail, and agriculture. She most recently served as Senior Director of Portfolio Planning at Varian Medical Systems (Siemens Healthineers), where she led strategic investment decisions and global, multi-year transformation initiatives. A collaborative and results-driven leader, Valerie brings deep expertise in governance, change leadership, and cross-functional stakeholder engagement, and currently serves as a board member with Prairie Places Inc., supporting adults with intellectual disabilities.
Valerie has been a member of Reh-Fit since October 2024.

Ravindra Samarakone

Ravindra Samarakone
Ravindra has been both a charity executive and a senior manager in the diamond industry, working in several countries over 30 years. He has developed skills in personnel management, strategic and financial planning, sales and marketing, Lean, and KPIs.
During Ravindra’s career, he was employed by Rosy Blue Diamonds N.V. and was Chief Executive Director of its Sri Lankan subsidiary where he oversaw 1200 employees and was responsible for the company’s high-level business strategy. Thereafter, he represented Rosy Blue in China, western Africa, South Africa, Brazil, and Dubai, setting up various diamond cutting operations. He is currently semi-retired but is in the process of establishing a business that will introduce affordable online marketing of diamonds and a supply chain of loose diamonds for Canadian jewelers.
Ravindra has been involved in philanthropic work for many years, driven in part by the experiences of his South African employees with HIV/AIDS. He pioneered a community program aimed at lowering the prevalence rate of the disease, which proved to be very successful. In addition, he was heavily involved in promoting education in impoverished communities, assisting schools, and introducing business challenges at Dubai schools.
Ravindra joined the Reh-Fit Centre as a member in early 2023.
Karen Samson

Karen Samson
Karen is a Registered Nurse with a Master’s Degree in Nursing and more than 38 years of healthcare experience. Her career has been dedicated largely to emergency and intensive care medicine, where her passion for caring for patients in critical moments has taken her across Northern Ontario and Manitoba. Prior to moving into senior leadership roles, Karen was involved in nursing education, teaching and mentoring Emergency Nurses within Winnipeg and across Manitoba. It always makes her day when an Emergency Nurse unexpectedly says hello, whether it’s at work, at the grocery store or on the golf course.
As a leader, Karen has taken on health care projects that have shaped and improved care across Manitoba. She previously managed Manitoba's busiest Emergency Department (ED) at Health Sciences Centre (HSC) in Winnipeg and later assumed the leadership roles at St. Boniface Hospital (SBH), where she has been part of the planning team for the new SBH Emergency Department. Karen is now in the role of Executive Director and Chief Nursing Officer at SBH. Karen knows how hard all staff in this province work to bring Manitoba, NW Ontario and Nunavut patients the care they need.
Karen is thrilled to be a part of the Reh-Fit board since 2022. She feels the importance of continuing this work in health care - this time by helping others prioritize their physical and mental health and wellbeing.

Chuck Steele

Chuck Steele
Chuck has a Master of Business Administration degree and is registered as both, a Professional Engineer (P. Eng.) and a Professional Accountant (CPA, CMA) in the province of Manitoba. Throughout his career at Manitoba Hydro, he held a number of senior management roles including Acting Vice-President of Distribution Engineering, Construction and Operations. His last position at Manitoba Hydro before he retired was Director of Safety, Health & Environment during the COVID pandemic.
Chuck is a strong proponent of healthy and active living. He and his wife Ella have two sons and since 1996, he has been involved in his local community centre coaching and managing the various sports that his sons participated in.
Chuck first became a member of the Reh-Fit Centre in October 2010.

Peter Withoos

Peter Withoos
Peter Withoos completed the Building Technology program in 1974 and then went on to 43 years in the construction industry, which he has now retired from. Peter obtained his professional designation as a Certified Engineering Technologist (C.E.T.) from the Certified Technologists and Technicians of Manitoba (CTTAM), and the Gold Seal Certificate (GSC) in Estimating from the Canadian Construction Association. Peter spent most of his career as Chief Estimator for several large construction companies that worked in the Institutional, Commercial, Industrial and Civil sectors of construction. In 2007, Peter was appointed as a Principle of M.D.Steele Construction Ltd. where he was responsible for overall management including cost control, accounting, project management, estimating, and safety.
Peter has 13 years of board experience with the Winnipeg Construction Association and 4 years with the Canadian Construction Association. Board experience acquired has included acting as Chairman of the Winnipeg Construction Association, where he also chaired the By-law Review Committee and the Nominating Committee. He served on the Canadian Construction Association as Provincial Vice Chair and Director at Large. In 2017, Peter was awarded an Honorary Life Membership in the Winnipeg Construction Association in recognition of his exemplary and outstanding service to the Association.
Peter has been a member of the Reh-Fit since March 1995.

Dr. Brock Wright

Dr. Brock Wright
Brock has over 30 years of senior leadership experience in Manitoba’s healthcare system and had the privilege of contributing to major system changes during that period. Throughout his career, he focused on enabling healthcare providers at hospital, regional and provincial levels to work more collaboratively across sectors and professions to better integrate health services and improve care. Brock is a medical doctor who trained in Manitoba and specialized in Community Medicine (public health).
During his career he served as VP and Chief Medical Officer (CMO) for the Health Sciences Centre (HSC) for three years, VP and CMO for the Winnipeg Regional Health Authority (WRHA) for seventeen years, and while at WRHA also served as the HSC Chief Operating Officer for five years. In 2017, he was appointed Chief Executive Officer for the newly established provincial health authority, Shared Health, before retiring in 2021. Since retiring he has continued to support healthcare by providing consultative support from time to time.
